The Interlibrary Loan Request Form kit is a set of scripts that allow you to
put your library on the World Wide Web!
The kit uses Web pages to accept requests for books and articles 
and, once the reader has filled out the minimum required fields, 
launches a CGI script written in Perl to E-mail one or more specified 
sites to carry out the request. 
The E-mail messages may be read by machine as well as human recipients.
Some local computer expertise is required to successfully set up the kit.
The form kit  is FREE "CareWare"

Libraries today offer many options for patrons to recieve documents, including access to full text articles that they can print out, using Library printers. This has led to the problem of "printer" abuses, and escalating costs for paper and printer maintenance.

Background
Since the early 1970's card (softkey) and coin/bill accessed vending systems have been widely used for metering and charging for copier use. Libraries, business service centers and other establishments have benefited by providing conveniently located vended copying for their customers. Law offices, accounting firms and large corporations have also been aided through easy identification, allocation and accounting of costs by user, department, or project.

The escalating growth of CD-ROM and Internet accessible, full text and image based information is creating demand for more printed documents than ever before. Students, business travelers with laptop computers, and visitors to libraries and other public research areas all require a convenient, easy to use and inexpensive method of printing in a remote environment. Unconcerned about printing costs and more concerned with convenience; these users are downloading hard copy printouts of entire web sites and  research databases for their assignments or research. (Class assignments, grades and course notes are also being posted and printed routinely now.) Much of this is wasted and is thrown away. The large blue recycle containers next to the network printers, which are filled with discarded printer paper, are a graphic reminder of the enormous waste and cost.

Recently, the Library has seen the cost of paper and number of printed pages in our recycling bins rise to new levels. With the advent of electronic access to full text and graphics via Ovid and the Web, paper and printing costs were expected to further escalate. After investigating alternatives to our current printing practices, we decided to initiate charging for printing in certain areas of the Library. This decision resulted in the installation of the Lynx 5000 Network Printer Manager. A task force then brainstormed for ways to positively market this transition, focusing specifically on the benefits of the new service. Formulating a slogan that could be adopted to different formats, marketing the implementation as an event, and identifying channels of publicity, were the primary challenges that needed to be addressed. Superb planning allowed us to meet these challenges, and since this service has been implemented, the complaints have been few. This learning experience has further equipped us with the tools necessary to promote future projects, especially those which may be of an unpopular nature.
